Why doesn’t my new block show in last season?

Because a block exists from its Beginning year on, so your earlier seasons keep the space and the figures they really had.

If the block was already in use that season, Edit it and set an earlier Beginning year in Configuration. Setting a later year instead takes its plantings off the seasons it no longer covers.
