Does Heirloom create a harvest task for every customer?

No: one harvest task per planting and per day, whatever the number of customers, so your crew goes down each bed once.

The task’s Harvest section lists each customer’s quantity and the Total to harvest, so your crew picks once and splits the harvest. Emptying the last quantity of that day in Weekly Harvests removes the task.
